Basement waterproofing in Dubuque, Iowa
Help for the river city's old stone foundations, hillside lots and low-lying north side neighborhoods.
Dubuque had 59,667 residents at the 2020 census and is the county seat. Chartered in 1833, it grew from the riverfront up and over the bluffs, so a single drive across town can take you past houses on limestone foundations, postwar block basements and new poured walls on the far west side.
Why does the north side get so much attention?
Because of the Bee Branch watershed. The City of Dubuque reports six presidential disaster declarations there between 1999 and 2011, with damage estimates of almost $70 million, and a 2001 study found roughly 1,150 homes and businesses at risk of flood damage in heavy rain. The city's answer was to bring Bee Branch Creek back to the surface as an open channel. The Bee Branch Healthy Homes program then used forgivable loans to pay for tuckpointing, waterproofing, interior drains and sump pumps in more than 300 housing units; the city says that program concluded in 2022.
Hillsides and old walls
Above the valley floor, the problem is usually different: runoff pouring off the bluffs onto the uphill wall, mortar washing out of old stone or brick, and lots too tight to dig on more than one side. Interior drain tile and careful tuckpointing come up again and again.
City rules to know
- Sump pumps and foundation drains must discharge outdoors, not into the sanitary sewer (City Code 13-2A-1).
- Inspection and Construction Services issues building permits; plumbing and electrical work need their own.
Common questions
Is the Bee Branch Healthy Homes program still taking applications?
No. The City of Dubuque says that grant program concluded in 2022. Call the city's housing office to ask whether any current program applies to your home.
Do I need a permit to waterproof my basement in Dubuque?
